We do know or can at least infer when it was created based on the information we're given in the game. Research on the Handsome Jack AI is started by Nakayama during the pre sequel which we as a player participate in during the Mission Handsome AI. At the end of the mission, Nakayama says he's going to continue research on it. Given Nakayamas obsession and it's existence in Tales we can infer that research was being done on this AI throughout the entirety of Jacks remaining time at Helios ie The rest of TPS, Post TPS, during BL 2 and (possibly) at sometime post BL 2. Nakayama is shown to be extremely obsessed with Handsome Jack to the point that Jack himself is uncomfortable by it and finds it odd. AI Jack was Nakayamas' pet project, but it's likely Handsome Jack was unaware or brushed off Nakayama entirely (seeing as HJ doesn't acknowledge it in TFTBL). It's not really stated at what point his AI is physically completed so we can take two routes: It either was completed by Nakayama before Jack died or Jacks death spurred Nakayama to complete it but he never programmed the AI to be knowledgeable of Jacks death.

What we do know is that the AI was not finished because Hyperion wanted it. Nakayama created it because he had a crush on Handsome Jack.

Speaking of AI Jack I wonder at what point he was created. Like when in Jacks life was it, what memories does he have?

We know it's obviously after the events of the Pre-sequel and before Angel dies, he comments on Nisha's hat in his office in Tales so it also has to be after he gifts Lynchwood to Nisha which I believe was for their anniversary (?), so it's gotta be at least a year after Pre-sequel. He has a decent amount of items in his office on the same shelf as the hat that he's aware of as well so there must've been time to collect all those too.

There's probably some other information that narrows it down but I can't remember it right now, either way it's interesting to think about.
